Skills have diminishing returns so try and spend accordingly. The SP needed for the final 3% increase in weapon damage could be used to get a 15-20% increase to dropsuit shields or armor (didn't do the math, but we all see what I'm getting at).

This wouldn't even affect me. I have 3/4 of the scout suits and not one of my scout fittings use a primary. You don't need primary weapons to do well with a scout.

I like this idea a lot but I would have no idea what numbers to use. I would be inclined to suggest something between what you suggested and what the suits currently have. I agree with the logic though fo sure.
